Staffing-native platforms model more of that workflow directly. A general sales CRM can still manage client development, but the agency must decide where recruiting and placement records will live.

Bullhorn combines a staffing ATS and CRM for candidates, jobs, shifts, and clients. Its platform page lists more than 100 vetted Marketplace partners, an open API, and optional middle-office capabilities for time, pay, and bill workflows.

Bullhorn now publishes small-agency pricing: Starter is $99 per user per month and Core is $165 per user per month. Pro, Max, larger-agency editions, Bullhorn One, and additional products are quoted, so compare the edition and included modules rather than treating Bullhorn as one package.

Recruiterflow

Recruiterflow’s Platform plan includes an ATS and CRM, multichannel sequences, recruitment and sales automation, reports, and API access. The plan is listed at $149 per user per month; the AIRA plan adds AI agents and custom pricing.

Recruiterflow describes the Platform plan as an end-to-end product for search firms. Agencies that need payroll, billing, or other temp-specific operations should confirm those requirements during evaluation because they are not listed in the public Platform-plan feature set.

Crelate

Crelate’s published platform includes an ATS, recruiting CRM, client relationship management, job portals, analytics, and optional outreach and sequence capabilities. It also offers separately priced onboarding, compliance, and data-sync services.

Essentials is $85 per user per month billed annually and is limited to two users and 20,000 contacts. Business is $119 per user per month, while Business Plus and platform packages use custom pricing; compare the tier because automation, sequences, full API access, and marketplace access sit above Business.

Loxo

Loxo offers a free, single-user ATS and recruiting CRM. Its Basic plan adds multiple users, a sales CRM, reporting, and job-board posting for $169 per user per month billed annually.

Professional adds Loxo Source, Outreach, account-based prospecting, and AI agents at a quoted price. Personal contact information is an optional purchase on the free tier, so test the paid data and outreach package you would actually use.

Vincere

Access Vincere Evo places its recruitment CRM and ATS at the center of a suite that connects front, middle, and back-office operations across permanent, temporary, contract, executive-search, and RPO workflows.

The current Access suite names Access FastTrack360 Evo as the product for complete payroll and billing, alongside separate automation, intelligence, and onboarding products. Access asks buyers to request personalized pricing, so confirm which products are included in the proposal.

Using HubSpot for client development

HubSpot can manage the client side with contact, company, and deal records. Its free Smart CRM is limited to two users and 1,000 contacts, which can be enough to test a client-development workflow.

Candidate and placement are not among HubSpot’s documented standard CRM objects. An agency can keep those records in a separate ATS or create its own data model; HubSpot limits custom objects to Enterprise subscriptions.

Treat HubSpot as a client-development option unless you have explicitly designed and tested how candidate, job, submission, and placement records will be represented.
